Living in Québec, Canada. Can't find those spark plug here. Is there someone who can tell me where it's avalable. No change number parts exist on dealers list.

are you sure that you need a T1 , that is a short thread plug.
Normally a 69S needs a long thread, T2.

I have a R96s that is hard to start, hot or cold, It takes 15 to 25 kicks to go . What might help?

After preparation, my R69S starts with one kick, cold or hot. First the engine must be in a good state of tune. Then you must use the correct technique or "starting drill". Here is my starting drill:
COLD
Always have petcock off when engine is not running.
Turn on petcock.
Kick over 3 times to draw gas through carb.
Tickle for count of 3.
Push ignition key in.
Open throttle the smallest amount, or leave it closed.
Kick hard twice without pausing (double kick).
After starting, tickle for count of 2.
The double kick builds on the flywheel's momentum and spins the engine longer and faster than two kicks.
The double kick increases the chance of starting, but if it causes you any problems, forget it. Some people ask if they should do the double kick if the bike starts on the first kick. The answer to that is, if the bike starts on the first kick, you were not doing a double kick, because there was no pause. You were in the two-kick mode, waiting to see if started on the first kick.
HOT
Turn off petcock 15-30 seconds before turning off ignition to run down float level.
Always leave petcock off when engine is not running.
Push ignition key in.
Open throttle a little more than for cold start.
Double kick.
Turn on petcock after engine starts.
FLOODED
If engine does not start when hot, it is flooded.
Flooded means the float level has risen and a rich mixture has wetted the plug.
Turn off petcock to prevent float level from rising.
Kick with full throttle 2-3 times to introduce lean mix to cylinder.
Kick with very little throttle and it may start.
Kick again with more throttle and it may start; if not, it may have flooded again.
Repeat last three steps.
