Does anyone know where to get part # 13721250314. Mine and every other one I've seen is frozen together and nothing seems to work to get it apart.

You are describing the choke type air cleaner that came on your R60/2.
But that part number in the Huggett store here is for the non-choke air cleaner for the "S" models:
13 72 1 250 314 Airfilter R50S, R69S complete excl. Element 252.20
You can also get the same thing from Bench Mark Works in the US:
13 72 1 250 314SIL--$90.00--housing R69S air filter element silver color
BMW used this non-choke air cleaner on the 1968-69 US-fork bikes, so it will fit on your bike.
The choke is not necessary, and I have never used it on my 1966 R60/2, even though it operates perfectly. It does not help in starting the engine, but does allow the engine to take throttle better when cold, so you can ride away sooner.
You may be able to separate the two halves of your air cleaner by using Kroil from Bench Mark Works, or molasses:
Kroil --
accessory008--$8.00--"Aerokroil" spray lubricant. Spray rusted nuts bolts etc. Wait one minute & separate. This spray makes disassembling a rusted bike a snap. One of Vech's best shop secrets revealed!
